Attempted terrorist attack foiled in Moscow. A Moldovan citizen is reportedly among the suspects

Federal Security Service of Russia announced that it had thwarted an alleged terrorist attack in central Moscow and detained three individuals—citizens of Ukraine, the Republic of Moldova, and Russia.

According to Russian media reports, the suspects had allegedly planned to assassinate a high-ranking officer from Russia’s security structures. The attack was reportedly to be carried out by detonating an electric scooter near a business center. Authorities claim the explosive device, weighing about 1.5 kilograms, was disguised as a charging station and intended to be triggered remotely.

The FSB stated that:

  • A Ukrainian citizen, allegedly a serviceman in the Ukrainian army, was recruited in 2025 by the Security Service of Ukraine and sent to Moscow to organize the attack, including assembling and placing the device.
  • A Moldovan citizen allegedly conducted reconnaissance, arriving in advance and organizing an online broadcast to signal the moment for detonation.
  • A Russian citizen allegedly filmed the area to assist with placing the scooter, reportedly for payment.

Russian authorities say the attack was prevented and that the explosive device was seized before it could be detonated. According to the FSB, the method resembled a previous case in which Igor Kirillov was killed.
