Chisinau will host the 2025 edition of the regional conference “Money in Politics” on July 8 and 9, bringing together more than 30 experts, government officials, election administrators, and international development partners. Held under the title “Money, Security & Democracy: Defending Electoral Integrity in the Digital Age,” the conference will address pressing challenges at the intersection of political finance, electoral security, and digital resilience.
The Central Electoral Commission of Moldova is organizing the event in cooperation with several international institutions, including International IDEA, UNDP Moldova, the Council of Europe Office, IFES, Westminster Foundation for Democracy, and the International Republican Institute. The two-day gathering continues the Money in Politics regional series launched in 2016 and aims to serve as a regional platform for peer exchange, comparative learning, and strategic policymaking.
This year’s agenda focuses on how digital technologies are reshaping democratic institutions and influencing the integrity of electoral processes. Topics include illicit financing of political campaigns, foreign interference, cryptocurrency use in politics, online disinformation, vote buying, and emerging cross-border risks to electoral integrity. Participants will explore best practices to ensure transparency and accountability in campaign funding while strengthening defenses against manipulation and abuse of online platforms during election cycles.

Keynote speakers include Angelica Caraman, Chair of the Central Electoral Commission of Moldova, Prime Minister Dorin Recean, Mate Csicsai, Deputy Head of the EU Delegation to Moldova, and Lina Petroniene, Chair of Lithuania’s Electoral Commission. Other featured guests represent international and national institutions: the Council of Europe, UNDP, IFES, the UK Electoral Commission, and academic experts from Romania and the United Kingdom.
The conference will also reflect on historical and contemporary threats to democracy, drawing connections between institutional reforms and regional security. Organizers aim for the conference to produce clear recommendations that strengthen oversight of political financing, enhance media literacy, and combat illegal interference in elections.
The event will take place in Chisinau’s capital district, attracting electoral administrators, civil society leaders, legislators, political analysts, and members of the international diplomatic community. Its outcomes may help shape policy roadmaps and electoral reforms across Eastern Europe and beyond.
