Dual education is an innovative initiative implemented by the Chamber of Commerce and Industry of the Republic of Moldova (CCI of RM). It transforms vocational education and training for young people through close collaboration with the Ministry of Education and Research of the Republic of Moldova.
The CCI of RM establishes a robust framework for integrating young people into the labor market and fosters sustainable partnerships between the education sector and businesses.
“Both sides benefit: companies, which train specialists according to their specific requirements, and students, who gain employment during their studies, receive a scholarship, and benefit from accommodation,” explains Sergiu Harea, President of the Chamber of Commerce and Industry of the Republic of Moldova.
Vladimir Hinculov, Director of the After-Sales Department at DAAC Hermes, highlights the program’s positive impact on his company:
“We believe that Dual Education is the shortest and most effective way to train specialists tailored to our needs. We currently have 10 students actively participating in company processes under the supervision of a mentor.”

Dual education also strengthens traditional trades. Bardar Bakery serves as a successful example. Bakery manager Victor Nistorica shares:
“We expose students to all stages of the production process and aim for them to become employees of our bakery in the long term. This year, we have 10 students from two vocational schools.”
The CCI of RM also provides training for company instructors who guide students. Nina Sirbu, head of a pharmacy branch, is one such instructor:
“I will be a master instructor, guiding and assessing students in their professional work. These courses teach us how to evaluate and interact effectively with them.”
Tatiana Colesnic, representing another company, adds:
“The role of the foreman is to create a favorable psychological climate and impart essential practical knowledge.”
Elena Movileanu, Head of the Dual Education Section at the CCI of RM, calls on companies to participate:
“The Chamber of Commerce and Industry invites all companies to develop Dual Education, an innovative educational system that trains a generation of specialists competitive in the labor market.”

Dual education meets labor market demands and offers young Moldovans a secure and stable future. It is a concrete example of collaboration between the education and business sectors, building a brighter future for the country’s youth.
In the 2024-2025 academic year, 40 technical vocational education institutions, in partnership with 170 economic units, engage approximately 2,400 students in Dual Education.
Note: The technical vocational education system offers dual education as an alternative model. It combines theoretical and practical training provided by technical vocational institutions and economic agents, using their resources to develop knowledge, skills, and competencies.
