Moldovans in the United States and Canada could vote by mail. The report on this draft law was approved by the members of the Parliamentary Committee on Legal Affairs, Appointments, and Immunities.
The initiative on piloting postal voting comes from a group of MPs from the “Action and Solidarity Party” faction. Members of the Central Electoral Commission and the Ministry of Foreign Affairs, as well as experts in the field and representatives of the presidential institution, participated in the establishment of the document. They were delegated to a working group and analyzed the advisability of piloting the mechanism.
The document regulates participation in elections through postal voting, specific electoral procedures, and the tasks of electoral bodies. It should be noted that the electoral procedures for securing voting, keeping and ensuring the integrity of the envelopes with ballot papers received will be laid down in a regulation approved by the Central Electoral Commission.

Piloting of postal voting is proposed in the United States and Canada. This will make it compulsory for citizens to register to vote by post and receive notification from the Central Electoral Commission that the registration procedure has been completed. At the same time, ballot papers will be sent to voters by diplomatic mail or regular postal services. The document also contains provisions on the procedure for the counting, as well as tabulation of votes by the polling station’s electoral office, and the situations in which ballot papers are declared invalid.
Statistics show that 212 434 abroad voters participated in the 2021 presidential elections. Globally, 53 countries allow postal voting from abroad. At the same time, 13 EU member states allow postal voting.
