How can you obtain an electronic signature in the Republic of Moldova?

With the mobile signature, you can remotely sign documents, declarations, applications, etc. without physical presence and ID. Signing is done directly from your computer or phone, by entering the secret PIN code, and has the same legal value as a hand signature, bani.md reports.

Thus, the qualified advanced electronic signature can be obtained from accredited certification service providers.

The process for applying for, and obtaining an electronic signature is specific to each provider and can be found on their official websites. Here are some of the most important providers:

I.P. “Information Technology and Cyber Security Service”

I.M. Orange Moldova S.A.

The mobile signature can be activated by applying for one of the provider’s shops. The service is free of charge upon activation and is payable only upon use. The standard price of a signature is 3 lei. Instructions for use can be found on the provider’s website.

I.M. Moldcell S.A.

The mobile signature service can be activated by dialing the code 2225#ok on the mobile device and choosing one of the packages offered by the provider.

According to the publication of the Institute for European Policies and Reforms, in the Republic of Moldova there are three types of certificates of authentication and qualified advanced electronic signature, which have the same legal force: (1) Mobile eID mobile signature, through the use of a special SIM card, issued by the telecom operators Orange Moldova and Moldcell, (2) USB token, issued by the Information Technologies and Cyber Security Service (STISC) and further intermediated through the Centre for Information Technologies in Finance (CTIF), the Ministry of Foreign Affairs and European Integration (MAEIE) and the Chamber of Commerce and Industry (CCI), (3) eID identity card (eCA), issued by the ASP.

At the same time, according to STISC data, at the end of 2023, the number of active public key certificates for qualified advanced electronic signature was 266 155 units, more than twice as many as in 2022 (129 384 units).
