Justice Expert Criticizes Parliament for Violating Procedures in Prosecutor’s Office Liquidation Bill

Parliament passed the bill to dismantle the Prosecutor’s Office for Combating Organized Crime and Special Cases (PCCOCS) and the Anti-Corruption Prosecutor’s Office (PA) in the first reading with procedural violations, according to justice expert Angela Popil.

Popil noted that on January 29, 2025, the Ministry of Justice introduced three proposals for curbing electoral corruption, but none suggested eliminating the specialized Prosecutor’s offices. Later, Parliament proposed replacing these two institutions with a new entity focused on combating corruption.

“This initiative, registered in Parliament on February 12, 2025, was rushed through the first reading in clear violation of laws on normative acts and decision-making transparency,” Popil stated on RLIVE TV’s “Realitatea te priveste” program.

She warned that such irregularities could erode public trust in judicial reforms.

“When people witness such blatant violations, they start questioning the legitimacy of the process,” she added.

Popil urged lawmakers to revise the bill before the second reading and called for a new draft with realistic and transparent solutions to tackle electoral corruption.
