Marta Kos: The EU May Open All Negotiation Clusters for Moldova and Ukraine by November

European Commissioner for Enlargement Marta Kos stated that by November, the Council of the European Union could open all six negotiation clusters for both Moldova and Ukraine, emphasizing that authorities are ready to accelerate reforms. She made the remarks on Monday, October 20, in Luxembourg, ahead of the EU Foreign Affairs Council meeting, attended by Moldovan Foreign Minister Mihai Popsoi, reports Agora.md.

“By November, the Council will have the possibility to open all six negotiation clusters. Everything is ready to accelerate reforms after this step. In Moldova, citizens have shown for the fifth time that they truly want to remain on the European path. I am confident that member states will not stop this process, because halting now would help Russia and its representatives,” Kos said.

Kos noted that Hungary currently blocks the opening of negotiations with Ukraine, preventing a simultaneous decision for both countries. “The Commission explores all options to move forward. The process is merit-based, and both Moldova and Ukraine have delivered results. Hungary has not opposed granting candidate country status to Ukraine, so I expect Hungary will now support opening the first cluster and then all the others,” she added.

Moldova received EU candidate country status in June 2022. Negotiations officially began in June 2024, and bilateral screening sessions took place from July 2024 to September 2025 in Chisinau, Luxembourg, and Brussels.
