Moldova Launches Platform to Combat Undeclared Work

The Ministry of Labor and Social Protection, in collaboration with the State Labor Inspectorate (ISM) and the International Labor Organization, has launched www.lucrezlegal.md. It is a digital platform where employees can report labor rights violations.

Anyone working in Moldova can use this free tool to report undeclared work or employer abuses. The initiative aims to uphold workers’ rights, combat the informal economy, and strengthen social protection for legal workers.

Undeclared Work: A Widespread Issue

According to official data, one in four Moldovans works illegally—without a labor contract, social benefits, medical insurance, or pension contributions. These workers are paid “under the table,” leaving them vulnerable and unprotected.

Minister of Labor and Social Protection Alexei Buzu highlighted the negative impact of illegal work:

“The best form of social protection is a legal, well-paid job with safe conditions. Unfortunately, many Moldovans realize too late—often at retirement—that they lack full contribution periods due to undeclared work. It affects citizens’ quality of life and the country’s economy.”

Government Efforts to Address the Issue

Since early 2024, the State Labor Inspectorate has conducted 2,299 inspections across various sectors.

The new www.lucrezlegal.md platform allows employees to file complaints online if employers refuse to provide work contracts. Individuals aware of undeclared work cases can also report violations.

To file a complaint, petitioners must provide:

  • Personal details (name, surname, address)
  • Employer information (company name, industry)
  • Case description (employment period, absence of contract, payment method, etc.)

Labor inspectors analyze reports, launch investigations, and conduct inspections to verify claims.

Authorities Stress the Platform’s Importance

Andrei Prisacari, head of the Chisinau Territorial Labor Inspection, emphasized the platform’s role in tackling illegal work:

“Reporting labor rights violations allows us to act quickly, conduct thorough inspections, and enforce labor laws effectively.”

All complaints remain confidential, and authorities do not disclose petitioners’ identities to employers. However, anonymous reports are not accepted, as investigators need to verify details and respond appropriately.

International Support and Reform Goals

Ala Lipciu, a representative of the International Labor Organization (ILO), noted that undeclared work is a global issue requiring structural reforms:

“The informal economy and illegal employment pose major challenges worldwide. We advocate a three-pronged approach: a strong legal framework, economic incentives to prevent illegal work, and effective law enforcement.”

The platform launch is part of Moldova’s National Employment Program (2022-2026), which aims to reduce undeclared work from 22.9% (2021) to 19% by 2026.

Violeta Vrabie, ILO project manager, highlighted the initiative’s significance:

“Undeclared work affects everyone. By addressing this issue, we protect workers, promote social justice, and support economic growth. This platform will modernize Moldova’s labor protection system.”

As European countries intensify efforts against undeclared work, Moldova aligns with modern practices, making it easier for employees to claim their fundamental rights.
