Moldovan citizens will soon enjoy better-quality electronic communication services at lower prices. The Ministry of Economic Development and Digitalization (MDED) developed the law to align Moldova’s legal framework with 12 European acts and regulations, marking a significant step toward EU digital integration.

A key feature is Moldova’s potential inclusion in the EU’s “roam like at home” zone. This would lower roaming charges for Moldovans traveling in the EU and for foreign visitors using mobile services in Moldova.

The law also strengthens consumer protections. The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) will launch a digital platform to help users compare service offers. Telecom providers must give clear, transparent information before signing contracts.

The National 112 system will support full communication, including access for people with hearing or speech impairments. It will include geolocation features to speed up emergency responses.

Other provisions include:

  • Free number portability
  • Refunds for unused credit
  • Higher service quality standards
  • Incentives for long-term investments in next-gen infrastructure like 5G and high-capacity networks

The law will take effect on January 1, 2026.

Moldova currently has 343 authorized electronic service providers. The new law aims to boost competition and speed up the country’s digital transformation.
