Over 1.1 billion lei are needed to provide energy compensation to low-income citizens for the 2024–2025 cold season. Parliament adopted this reduction fund during the session on Friday, November 15.
This year, authorities proposed offering energy compensation as direct monetary payments. Previously, compensations were included in utility bills, complicating the aid distribution process.
The government will determine the calculation method for compensation for vulnerable consumers using data from the “Energy Vulnerability” information system. A selected provider will make payments through the MPay electronic service. If beneficiaries do not claim the funds by June 30, compensation will not be granted.

“The Law also includes provisions on monitoring the accuracy of measures provided by the Energy Vulnerability Reduction Fund. The Ministry of Labor and Social Protection, local social assistance agencies, and other responsible institutions will conduct investigations or home visits to verify the authenticity of the information presented,” the informative note states.
A group of deputies from the “Action and Solidarity Party” initiated the legislative amendment to the Law on the Energy Vulnerability Reduction Fund, which 71 parliamentarians approved in the second reading.
