The Minister of Foreign Affairs of Bucharest, Luminița Odobescu, participated in the informal meeting of Foreign Affairs Ministers from EU member states (Gymnich-type meeting) from August 30th to 31st, 2023, hosted by the Spanish Presidency of the EU Council in Toledo.
The Romanian Ministry of Foreign Affairs reports that the agenda of the meeting included in-depth discussions on Russia’s aggression against Ukraine and developments in Niger, with a focus on their implications for regional security in the Sahel.
During the discussions on Russia’s aggression against Ukraine, Minister of Foreign Affairs Luminița Odobescu reiterated the continuation of multidimensional support for Ukraine. Regarding the EU’s military support, she emphasized the importance of reaching a rapid political agreement on the eighth tranche of the European Peace Facility. Additionally, the Foreign Minister expressed support for the strengthening of the EU Military Assistance Mission for Ukraine (EUMAM).

Regarding the EU’s long-term security commitments, Minister Luminita Odobescu highlighted the need for flexibility and predictability of EU assistance to Ukraine and welcomed future directions of action and support for the creation of a special fund dedicated to Ukraine through the supplementation of allocations for the European Peace Instrument. Discussions will continue to clarify technical and implementation aspects.
“In the context of discussions on this subject, the Romanian Minister recalled Russia’s attacks during the summer in the immediate vicinity of Romania’s border, at the Ukrainian ports of Reni and Ismail on the Black Sea, and stressed the need for an integrated approach in the Black Sea, which also includes ensuring the resilience of the Republic of Moldova, a state severely affected by the consequences of the war,” the statement from the Ministry of Foreign Affairs reads.
In preparation for the high-level week of the UN General Assembly in September, European ministers coordinated their diplomatic efforts at the global level. The Romanian Minister expressed full support for the Peace Formula proposed by Ukrainian President Volodymyr Zelensky and emphasized the importance of building arguments in dialogue with third countries based on the UN Charter and international law.
