Russia has introduced new rules for the entry of foreigners. What do citizens of Moldova need to know?

The Foreign Ministry stated that Russia will collect biometric data from Moldovan citizens entering the country by land and air. Starting December 1, 2024, Russian authorities have introduced new requirements for foreign citizens and stateless persons crossing the Russian border, both at entry and exit.

According to the decree of the Government of the Russian Federation №1510 from 07.11.2024, from December 1, 2024, to June 30, 2025, all foreigners and stateless persons crossing the state border of the Russian Federation through air checkpoints at international airports “Sheremetyevo,” “Domodedovo,” “Vnukovo” (Moscow), “Zhukovsky” (Moscow region), as well as through the land checkpoint “Mashtakovo” (Orenburg region), will be subject to the procedure of biometric data collection. It includes collecting facial images (photographs) and fingerprints (dactyloscopy).

From June 30, 2025, to June 30, 2026, Russia will introduce an additional requirement: foreigners and stateless persons who will cross the border of the Russian Federation through the same checkpoints and who do not require an entry visa will have to register in the identification and authentication system (unified portal of state and municipal services). As part of this procedure, it will be necessary to submit a declaration of the purpose of entry into the Russian Federation and indicate the place of location (residence).

No requirements will apply to citizens of the Republic of Belarus; minors under 6 years of age; members of diplomatic missions of the Russian Federation, including their family members; officials of international organizations and their family members; holders of diplomatic and service passports crossing the border of the Russian Federation for business purposes or as part of official delegations, as well as their family members.

In connection with these changes, the MFA recommends that persons intending to travel to the Russian Federation or other states but who will be traveling through the territory of the Russian Federation in transit (including through these checkpoints) plan their trip taking into account the new requirements imposed by the Russian authorities.
