Russia’s response about Ilan Shor is aberrant, INTERPOL Moldova

The Moldovan authorities requested the Russian authorities and INTERPOL’s General Secretariat in Lyon to provide information about the whereabouts of Ilan Shor. On Wednesday, the Russian authorities provided a response in which they invoked Article 3 of INTERPOL’s Constitution, namely the noninvolvement in the Shor case. The head of INTERPOL’s Office in Moldova Viorel Tentiu said the answer is aberrant because that article refers to the organization’s noninvolvement in political, military, religious, and racial issues, IPN reports.

“In 2021, the Commission for the Control of INTERPOL’s Files stated that the Republic of Moldova’s request to put Shor on the lists of persons wanted internationally and to arrest and extradite him is legal and in accordance with the provisions of the Constitution and information processing rules. The received aberrant and absurd answer shows that the Russian Federation refuses to get involved by invoking Article 3. I made again a request to INTERPOL’s General Secretariat in Lyon so as to have clarity on this case because things get complicated,” Viorel Țentiu said in the program “Secrets of the Power” on Jurnal TV channel.

According to him, the Russian authorities declared that Ilan Shor last left Russia in 2014, but Shor announced that he is in Russia and thus a question about credibility arises. Given this answer, the Russian Federation, as a member state, does not honor its obligations.

The head of INTERPOL’S Office in Moldova noted that the Russian authorities do not want to take measures, do not want to comply with their obligations and do not want to apprehend Shor.


For causing damage to the state by deception and abuse of trust, on April 13, 2023, the Chisinau Court of Appeal sentenced Ilan Shor (in absentia) to 15 years in prison, obliging him to pay 5.2 billion lei. Ilan Shor’s lawyers challenged the decision in the Supreme Court of Justice and a decision on the admissibility of the appeal hasn’t been yet made.


Politician Ilan Shor left Moldova in 2019 and was in Israel. According to official information that became known recently, starting with November 2023, Ilan Shor has travelled and had various meetings with officials of other states, especially the Russian Federation, a fact about which the defendant informed himself in posts published on social media sites.
