The Parliamentary Association Committee (CPA) between the Republic of Moldova and the European Union concluded its 15th meeting by adopting a significant declaration. The document calls for establishing a permanent European Parliament office in Chisinau and advocates for accelerating Moldova’s integration into the EU and its Single Market.
Key Recommendations and Commitments
The declaration highlights the need for a permanent European Parliament presence in Chisinau to:
- Assist Moldovan authorities during EU accession negotiations.
- Strengthen dialogue between the parliaments’ secretariats.
- Foster collaboration through a continuous exchange of parliamentary staff.
It also acknowledges Moldova’s progress on its European integration journey and outlines recommendations for further advancing the process.
“We have reconfirmed our commitment to justice reform and aim to open negotiations on Cluster 1, Fundamental Values, in early 2025. Moldova’s EU accession should deliver tangible benefits, improving citizens’ living standards,” said Doina Gherman, co-head of the CPA Moldova-EU.

Siegfried Muresan, co-head of the CPA RM-EU, emphasized financial and trade measures, stating: “We are committed to the swift adoption of Moldova’s €1.8 billion Growth Plan in the European Parliament. Permanent trade liberalization and inclusion in the EU’s roaming package are priorities to boost investment and connectivity for Moldova.”
Condemnation of Russian Interference
The CPA declaration strongly condemns Russia’s ongoing hybrid warfare against Moldova, aimed at derailing its pro-European trajectory. It denounces malicious activities, interference, and hybrid operations by Russia and its proxies, particularly around the constitutional referendum on EU integration and the presidential elections.
The Committee reiterated its demands for Russia to:
- Respect Moldova’s independence, sovereignty, and territorial integrity.
- Cease destabilization efforts, including gas-related blackmail.
- Stop undermining democratic institutions and the constitutional order.
The CPA urged the EU to enhance support for Moldova’s efforts to counter such interference and protect its democratic processes.
