The value-added tax (VAT) for the HORECA sector returned to 8% on February 14.
According to the State Fiscal Service (SFS), the VAT rate reverted to 8% because the state of emergency across Moldova will expire on February 13, 2025.
The 8% VAT will apply to accommodation services, regardless of comfort category, in hotels, apartment hotels, motels, tourist country houses, bungalows, tourist boarding houses, agro-tourist boarding houses, campgrounds, vacation villages, and vacation camps.

Alcoholic beverages, whether prepared or unprepared for human consumption, and related services that allow immediate consumption remain exceptions.
Businesses must contact technical assistance providers or service centers to update their cash registers to reflect the 8% VAT rate.
Until the update is complete, businesses must record the recalculated VAT amount in cash register reports or financial records.
Since December 16, 2024, when Moldova declared a state of emergency, the HORECA sector has benefited from a reduced 6% VAT rate.
