Ukrainian Foreign Minister Andrii Sybiha announced that Ukraine urgently requires 19 additional air defense systems to protect its strategic energy infrastructure. Sybiha appealed it during the North Atlantic Alliance Foreign Ministers’ Meeting, which began on Tuesday, December 3, and continues through Wednesday, December 4.
Speaking at a briefing alongside NATO Secretary General Mark Rutte, Sybiha confirmed that Ukraine has submitted a detailed list of its defense needs. In this context, Kyiv anticipates a “strong historic decision” from NATO to bolster its defensive capabilities.
“Now is the time for geopolitical certainty,” Sybiha emphasized. “We need strong decisions to enhance our resilience and capabilities. We will discuss these issues with our closest allies, whose unwavering support has been crucial in our fight against Russian aggression. We deeply appreciate NATO’s continued commitment.”

He highlighted a growing threat: Russian attacks on nuclear energy facilities. “This is a new and dangerous aspect of Russian aggression. It underscores the urgent need for decisive action—not diplomatic overtures to Moscow. Protecting our strategic energy infrastructure requires these 19 air defense systems, and we are confident that with our allies’ support, we can ensure adequate protection this winter.”
Kyiv hopes for immediate action, noting the significance of these discussions. “We have presented a detailed list of our requirements and trust that one tangible outcome of these talks will be the rapid provision of these systems,” Sybiha added.
Notably, the briefing did not mention Ukraine’s NATO membership aspirations. This omission comes despite earlier speculation in regional media that the topic would feature prominently in the Ukraine-NATO talks.
