Chisinau City Hall informed on Wednesday, April 24 that the project “Energy efficiency and thermal rehabilitation of buildings in Chisinau municipality,” carried out with the support of European donors: EBRD, EIB, and the Eastern Partnership Fund for Energy Efficiency (E5P), has contributed to increasing the performance of the buildings of the beneficiary institutions, to reducing maintenance costs, but also to create better conditions, at European standards: for doctors and patients, students and teachers, educators and kindergarten children. These are the main conclusions made by the representatives of the Chisinau LPA, the donors, and the beneficiaries, presented during a special ceremony at the end of the project broadcast live by RLIVE.
The project “Energy Efficiency and Thermal Rehabilitation of Buildings in the Municipality of Chisinau” was launched in early 2021 to make public institutions in Chisinau more energy efficient. It intends for 22 municipal public institutions: 14 high schools, five kindergartens, and three hospitals.
The main types of works foreseen in the project included external insulation of buildings (walls, roof, and basement), replacement of carpentry with efficient solutions, installation of ventilation systems with heat recovery, installation of LED lighting system, replacement of thermal systems and rehabilitation of engineering networks, installation of smart electricity metering systems, etc. The total surface area of the institutions is over 180 thousand square meters, and the number of final beneficiaries of the project amounts to about 35 thousand people annually.

“Better conditions have been created for doctors and patients, students and teachers, educators and kindergarten children, and all this means an increase in the quality of life. We are proud of the results achieved and we are glad that Chisinau City Hall, through cooperation with European partners, can improve the lives of citizens,” he added.
Chisinau City Hall implemented the pioneering project in this field with the support of the European Bank for Reconstruction and Development, the European Investment Bank, and the Eastern Partnership Fund for Energy Efficiency (E5P) with a budget of 25 million Euro (500 million lei), including a 5 million Euro grant component.
The Mayor General, Ion Ceban, representatives of the Project’s European donors, ambassadors accredited to Chisinau, beneficiaries, and journalists attended the event.
In addition to investments in energy efficiency, in recent years, the Chisinau City Hall has obtained over 3 billion lei from European partners – which have been directed towards infrastructure projects, transport, rehabilitation of the Bic River, and waste management. Currently, the Chisinau City Hall team is working on new projects that will allow the extension of the current program to many other social institutions.
