The process of Moldova’s withdrawal from the Interparliamentary Assembly of the Commonwealth of Independent States (CIS) is expected to be finalized on February 8, 2024. This is outlined in a project developed by the Ministry of Finance regarding the payment from the state budget for 2024 of membership fees and debts to the international organizations of which Moldova is a part.
According to the document, for our country to exit this structure, it must settle debts of nearly 6.5 (approx 340 000 EUR) million lei.
As per the document, Moldova is set to pay 56.5 million lei (approx 3 million EUR) from the state budget for membership fees and debts to five parliamentary organizations and 54 international ones, distributed as follows: 50.04 million lei allocated for settling membership fees to international organizations, and nearly 6.5 million lei for clearing debts to the CIS Interparliamentary Assembly.
The Ministry of Finance specifies that the payment of the debt to the CIS structure is conditioned by the February 8, 2024 deadline, when the process of denouncing Moldova’s membership in this organization is expected to be completed. In this context, it is recalled that at the end of last year, the Government voted on a project stating that Moldova would no longer pay membership fees to the CIS, considering the denunciation of agreements and financial sanctions against Russia applied after the outbreak of the war in Ukraine.

The document also indicates that 9.5 million lei (approx 500 000 EUR) will be allocated to pay the membership fee to the Council of Europe, and a little over 4.5 million lei (approx 236 000 EUR) for the United Nations. Moldova is set to fulfill its financial obligations to the United Nations Development Programme (4.6 million lei), the Central European Free Trade Agreement (1.1 million lei), the Organization for Democracy and Economic Development, and other organizations, for which our country is expected to pay amounts in the thousands or hundreds of thousands.
The draft Government Decision on the payment from the state budget of Moldova’s membership fees and debts to international and regional organizations is open for public consultations until January 19, the current year.
