Candidates for the Parliament of the Republic of Moldova must be citizens of the country, at least 18 years old by election day, and must not be subject to any restrictions on their right to vote or to be elected.
The right to nominate candidates belongs to political parties eligible to participate in the elections—based on data provided by the Public Services Agency and confirmed by the Central Electoral Commission (CEC)—as well as electoral blocs formed and registered with the CEC.
Importantly, individuals who are not members of any political party as of 70 days before election day, and who have not publicly endorsed any candidate or political party, are also eligible to run for Parliament as independent candidates.

For political parties and electoral blocs, candidate nominations must be made during official meetings of their statutory bodies. These nominations must be documented in meeting minutes and accompanied by formal decisions and a nominal list of meeting participants.
Independent candidates must gather between 2,000 and 2,500 valid signatures from supporters and submit them to the CEC. However, female independent candidates may submit between 1,000 and 2,500 signatures. Independent candidates may also form initiative groups to help collect signatures.
Political parties and electoral blocs are required to submit candidate lists containing a minimum of 51 and a maximum of 111 names. They must also provide all required documents for each candidate, including a signed declaration of consent to run for office.
The candidate registration period for the September 28 parliamentary elections began on July 20 and will remain open until August 19, 2025.
