Homeowners in the Republic of Moldova can significantly reduce their energy bills. The European Commission and the European Bank for Reconstruction and Development (EBRD) today signed a declaration of intent to establish a program to reduce the energy efficiency costs of residential buildings in the Republic of Moldova. The EU will provide €9.5 million in grants to support credit lines under the EBRD’s Residential Green Economy Finance Facility (Residential GEFF).
This joint initiative aims to encourage apartment and house owners in Moldova to undertake energy efficiency upgrades to reduce their energy bills and strengthen Moldova’s long-term energy security. The joint program complements the Government Fund for Energy Efficiency in the Housing Sector of the Republic of Moldova, specifically targeted at vulnerable households.
European Commissioner for Neighbourhood and Enlargement Oliver Varhelyi said that with this new program, the EU intends to significantly reduce the costs of energy efficiency upgrades in residential buildings in Moldova.
“Thanks to a non-refundable contribution of €9.5 million from the EU, supported by EBRD credit lines, homeowners in Moldova can significantly reduce their energy bills. This significant EU support complements funding already provided to support energy-efficient retrofitting of public buildings and the government’s housing energy efficiency program for the most vulnerable households,” said Oliver Varhelyi in Chisinau.

Since 2021, the EU has mobilized 2.2 billion euros for Moldova, including macro-financial assistance, budgetary support, bilateral assistance through annual action programs, humanitarian aid, crisis response support, etc. In 2024, the EU plans to disburse EUR 157.5 million to Moldova, comprising EUR 35 million in budget support and EUR 122.5 million in macro-financial assistance.
