More visibility and transparency, non-discriminatory treatment and more efficient administration, as well as increasing the capacity of local public administrations in the field of public procurement are just some of the provisions of the draft amendment to the law on public procurement, legislative initiative of the Vice President of Public Finance, Artur Mija, consultations organized by the Public Administration Commission today, June 29.
The amendments relate in particular to the procedures for inviting and receiving tenders, awarding and amending the contract, recording and monitoring the conformity of procurement. At the same time, the thresholds of low value acquisitions, at this stage, will be kept: 200 thousand lei – for goods and services, 250 thousand lei – for works, 400 thousand lei – for social services.
Low value contracts have been on an upward trend in recent years, the author argues, and in many cases contracting authorities apply low value contracts to divide the purchase, thus masking acts of corruption.
