Moldovans will continue to receive energy compensation during the winter season, according to the “European Economy, Efficient State” government program presented by Prime Minister-designate Vasile Tofan.
The document states that support for household energy bills will be maintained but will become more targeted, focusing on vulnerable households and linked to energy efficiency measures. Energy compensation is mentioned in several sections of the program.
Under the chapter on social protection, the government commits to “maintaining targeted protection mechanisms during periods of crisis, including energy compensation for vulnerable households.”
The chapter titled “Affordable Energy and Protection of Vulnerable Consumers” states that “social protection in the energy sector will be targeted, transparent, and connected to solutions that structurally reduce energy consumption.” It also notes that “compensation will protect households during difficult periods, while investments in energy-efficient homes and equipment will gradually reduce dependence on seasonal assistance.”
However, the program does not specify the amount of compensation, the exact eligibility criteria, or how the payments will be calculated for the upcoming winter season.
In Moldova, winter heating compensation has been provided through the government program “Ajutor la Contor” (“Meter Assistance”) since the 2022–2023 heating season. During the most recent winter season (2025–2026), around 620,000 households, representing more than 1.2 million people, benefited from the scheme. Approximately 53% of those households received the maximum compensation available that winter—800 lei for firewood or coal and 1,000 lei for other heating sources.
The Moldovan government allocated a total of 2.34 billion lei for the 2025–2026 winter energy compensation program.
