Maternity Allowance to No Longer Depend on Parents’ Marital Status

Maternity allowance will no longer depend on the parents’ marital status after the Government approved amendments extending access to this benefit to unmarried women. The measure aims to ensure equal treatment in the social security system.

Currently, an uninsured woman can receive maternity allowance calculated based on her husband’s insured income, but the same option is not available when the parents are not married, even if the child’s father is insured.

The new provisions establish that maternity allowance can also be calculated based on the child’s father’s insured income, regardless of the parents’ marital status, provided that paternity has been legally recognized.

According to the Government, the amendment will ensure equal treatment for children and prevent situations where mothers lose access to state support despite the family contributing to the public social insurance system.

Data from the Public Services Agency shows that approximately 19% of children in the Republic of Moldova are born outside of marriage.
