Agriculture Minister Ludmila Catlabuga Visits Brussels to Strengthen EU Partnership and Advance Sector Reforms

Minister of Agriculture and Food Industry Ludmila Catlabuga is in Brussels for high-level meetings with European Commission officials from DG AGRI, DG ENEST, and DG MARE, as well as representatives of the European Parliament. Accompanied by Deputy Secretary General Ina Butucel, she aims to strengthen Moldova’s partnership with the EU in farmers’ support and advance necessary reforms for the country’s European integration.

Catlabuga outlined key reforms in the agri-food sector, including the ministry’s internal reorganization for better coordination. She highlighted the adoption of a new legislative framework on agricultural policy financing and management, and ensured more efficient fund allocation.

The minister also announced the completion of the Strategic Program for Agricultural Policy 2025–2030, which will guide the sector’s development. Approved laws on Agricultural Chambers and the Farm Accountancy Data Network further support these efforts.

The ministry has launched the Integrated Administration and Control System (IACS) to improve subsidy management, increase transparency, and enhance farmers’ access to financial support. Other objectives include developing the Agricultural Knowledge and Innovation System (AKIS) to help producers access markets and financing, aligning AIPA with EU standards, and expanding the National Farmer Registry.

A pilot Land Parcel Identification System is underway to optimize resource management. Rural development remains a priority, with plans to extend LEADER strategies to cover 70% of the country and fund over 500 rural projects annually. Additionally, four regional laboratories for official testing will be operationalized, along with modernized logistics for sample transportation.

Catlabuga urged EU partners to include Moldova in the EU School Program to provide fresh fruits, vegetables, and milk. She also requested transition periods to adapt to EU agricultural regulations and access pre-accession funds through the IPARD program.

Expressing gratitude for EU support, she emphasized preparations for Moldova’s bilateral screening on Chapters 11, 12, and 13, scheduled for June and September 2025.
