The Promulgation Decision and the Law on the Center for Strategic Communications and Combating Disinformation, as well as on the amendment of some normative acts, were published today in the Official Gazette and entered into force.
The Center for Strategic Communications and Combating Disinformation will strengthen cooperation between institutions in the fight against disinformation, manipulation of information, and foreign interference, which are dangerous or may damage national security and jeopardize national interests. The institution will implement the necessary measures to secure the information space and increase the resilience of society in the face of threats.
The measures taken by the Center about other authorities and the private sector will be recommendatory. The Center will have the right to submit proposals to the public authorities to amend the regulatory framework and to notify the law enforcement bodies in case of violations of the national legislation in this field.
The Center for Strategic Communications and Combating Disinformation will be headed by a director appointed by the Parliament upon the proposal of the President of the Republic of Moldova for five years. The director will be selected following a public contest organized by the head of state. The director will be assisted by a deputy appointed by the President of the country upon the proposal of the Center’s director. At the same time, a Council of 11 members, appointed by the public authorities and civil society, will be created within the Center, which will evaluate its activity.
The legislature with specialized parliamentary commissions will exercise parliamentary control over the Centre’s activities.
