MEPs approved, in first reading, bills on industrial emissions and hazardous substances. The documents set out rules to prevent and reduce harmful emissions to air, water and soil, as well as to reduce waste generation.
According to the document, the Government will determine the objectives and ensure the implementation of the state policy in the field of pollution prevention and environmental control. The local public administration authorities will be obliged to inform the population about the level of pollution of the environmental components.
The integrated environmental permit system – environmental permit for emissions into water, air and soil will be established for each source of pollution and not for economic agents, as it is at present. This eliminates the obligation to obtain different types of permits for an activity, such as: for the emission of pollutants into the atmosphere, for the discharge of wastewater into the emission, for waste management.
Industrial emissions are emissions of pollutants that are released into the air, water and soil by industrial installations and that have harmful effects on human health and the environment. They come from activities such as electricity and cement production, waste management and incineration and intensive animal husbandry.
Regarding the technical aspects of implementation and application by the responsible authorities of the provisions of the Law on the control of major accident hazards involving dangerous substances, the obligation for economic agents to notify the Environmental Agency about hazardous substances held on site, according to a standardized form.
