The criminal group led by fugitive criminal Ilan Shor has created a new scheme to recruit citizens for subversive purposes. This time, the oligarch has signed labor contracts disguised as voluntary work with his “employees” to avoid paying taxes. Moreover, the “volunteer contract” that Shor obliges citizens to sign is contrary to multiple provisions of national law.
Deschide.MD reporters have come into possession of a “volunteer contract” signed by Ilan Shor and one of the recruited persons. It seems to be a legal act. Its provisions clash with those of the Volunteer Law and the Tax Code.
Thus, the contract is signed by the “host institution,” presented in the person of Ilan Shor and a volunteer – an individual. From the outset, it contradicts the Law on Volunteering, according to which the “host institution” can only be a legal person – not a natural person.

At the same time, the contract obliges volunteers “to fulfill the tasks received from the host institution,” “to subordinate themselves to the management of the host institution with which they have concluded the contract,” and “to comply with other obligations arising from the volunteer contract.” These provisions also contravene the Volunteering Act, which states that the person participates as a volunteer-based on freely expressed consent”.
This rule contravenes Article 5 of the Volunteering Act, which stipulates that this type of contract must ‘contain a description of the activity to be performed by the volunteer.’
Another document obtained by reporters refers to the contracting by an NGO, recently created by representatives of the “Shor” group in Russia, of Moldovans “who will fulfill the tasks on the territory of Moldova.”
This organization, the NGO “Eurasia,” which the press has reported to be behind the “MIR” cards promised by Moscow for pensioners and civil servants in Gagauzia, is headed by Nelli Parutenco, one of the people close to Shor. Parutenco previously worked as an accountant for the former “Shor” party and was one of the first people to leave the territory of Moldova when the authorities opened a criminal case in 2022 for illegally financing the party.
According to the employment contract, elaborated by NGO “Eurasia,” employees are obliged to fulfill the tasks set by the employer. According to the document, the employee works five days a week (Monday-Friday) for four hours a day. The employee is paid 102,400 Russian rubles/month (about 21,000 lei or around 1,150 dollars) for the work performed. The document stipulates that employees will receive money in a bank account.
