The Constitutional Court’s ruling confirming the results of the October 20, 2024, republican constitutional referendum has been published in the Official Gazette and is now in force. As a result, a new title, “INTEGRATION IN THE EUROPEAN UNION,” will be added to the Constitution.
According to the ruling, two new paragraphs will be added to the preamble: “RECOGNIZING the European identity of the people of the Republic of Moldova and the irreversibility of Moldova’s European path. DECLARING integration into the European Union as a strategic objective of the Republic of Moldova.”
A new Title V, “INTEGRATION INTO THE EUROPEAN UNION,” will be included. This section outlines Moldova’s accession to the EU’s founding treaties and their amendments:
1. The accession of the Republic of Moldova to the EU’s founding treaties and any amendments will be determined by Parliament through organic law.
2. Upon accession, EU founding treaties and binding legal acts will take precedence over conflicting domestic laws, in line with the Act of Accession.

On October 31, Constitutional Court judges confirmed the referendum results, with Court President Domnica Manole delivering the ruling after hours of deliberation. Judges Sergiu Turcan and Vladimir Turcan issued separate opinions.
The October 20 referendum saw a 50.72% turnout, with 1,532,264 ballot papers issued and 1,531,392 votes cast. Of the 1,488,874 valid votes, 749,719 supported the amendment, while 739,155 opposed it. The referendum asked, “Do you support amending the Constitution to enable Moldova’s accession to the European Union?”
The referendum was organized at President Maia Sandu’s initiative, with support from 46 MPs and the Constitutional Court’s endorsement.
