Moldova to Begin Building Strategic Oil Reserves from 2026 to Strengthen Energy Security

Starting in 2026, Moldova will begin developing strategic reserves of oil products to ensure energy security in emergencies. The initiative, led by the Ministry of Energy, is designed to provide a 90-day supply based on the country’s average net daily imports, or 61 days of national consumption, totaling over 200,000 tons of oil products.

Key Developments:

  • Energy Minister Dorin Jungietu visited the Giurgiulesti International Free Port, Moldova’s main oil import route, to assess the infrastructure’s readiness for this strategic reserve project.
  • Discussions also covered expanding the industrial park at the port, which currently hosts 50 resident companies. €137 million was invested, and over 820 jobs were created.

Infrastructure Needs:

  • The Giurgiulesti port is experiencing a natural gas supply deficit, impacting operations such as grain drying and other industrial processes.
  • Authorities plan to increase the gas supply capacity at the port from 650 m³/hour to 2,500 m³/hour to meet growing demands.

Giurgiulesti Port Overview:

  • Strategically located on the Danube River, the port supports trimodal transport: rail, road, and water.
  • It can handle river and sea vessels with drafts up to 7 meters and cargo capacities of up to 10,000 tons.
  • Connected via both broad and narrow gauge railway lines, enhancing logistics flexibility.

Oil Terminal Specifics:

The terminal includes:

    • Berth on the Danube
    • Eight storage tanks (5 for diesel, 3 for gasoline)
    • Truck and rail loading/unloading terminals
    • Total tank farm capacity exceeds 63,000 m³

This move aligns Moldova with EU energy security standards, ensuring the country has strategic reserves to mitigate supply shocks, natural disasters, or geopolitical disruptions. The expansion of Giurgiulesti’s industrial and energy capacity will stimulate economic development and strengthen Moldova’s role as a regional logistics hub.
