At the beginning of July, the European Commission recommended that the Council adopt, on behalf of the European Union, the position to eliminate roaming charges with the Republic of Moldova. The decision comes shortly before the Union leaders meet in Chisinau for the Moldova–EU Summit. Most likely, officials could announce a potential liberalization after the summit.
The decision submitted to the Council targets “further market opening in the field of roaming within public mobile communication networks.” Brussels officials welcomed the adjustments Moldova made to its legislation.
According to Realitatea sources, the Commission determined that Moldova meets the compliance standards necessary to receive a positive response on roaming liberalization. As a result, the “roaming like at home” zone may extend to the Republic of Moldova.

The EU Commission also believes that Moldova has the necessary infrastructure and that its regulatory staff is competent enough to implement the new roaming requirements.
Once the EU gives the green light for liberalization, Moldova’s responsible authorities will follow EU recommendations and opinions, establish best practices, adopt regulations similar to those in the EU, and set a maximum unified tariff for call termination.
