The Moldovan Parliament adopted the Strategic Communication and Countering Disinformation Concept for 2024-2028

The concept for strategic communication and countering disinformation, information manipulation, and foreign interference for the years 2024-2028 has been adopted by Parliament. 56 MEPs voted on the document.

The concept was drafted by the Centre for Strategic Communication and Countering Disinformation. The document represents the programmatic vision of how strategic communication and countering disinformation, information manipulation, and foreign interference will contribute to fulfilling the Centre for Strategic Communication and Countering Disinformation mission during the period 2024-2028.

The document defines national interests, threats, risks, vulnerabilities, and courses of action to ensure national security and resilience. The concept is aligned with the vision of democratic governance, generating stability, security, and prosperity in the Republic of Moldova and with European integration efforts. At the same time, strategic communication and actions to counter disinformation, information manipulation, and foreign interference focus on several central pillars: European integration, social cohesion, economic resilience, strengthening the defense sector, and reinforcing national security in the national context.

During today’s plenary session, members voted on the draft decision outlining the organizational structure of the Centre for Strategic Communication and Countering Disinformation. The approved framework establishes a staff limit of 20 units for the Center, which will be led by a director and a deputy director.

The Centre for Strategic Communication and Countering Disinformation, created this year, is tasked with strengthening cooperation between institutions in the fight against disinformation, manipulation of information, and foreign interference, which endanger or may endanger national security and the achievement of national interests. The institution will implement the necessary measures to ensure the security of the information space and increase the resilience of society to threats.
