The authorities will dissolve the Anti-Corruption Prosecutor’s Office and the Prosecutor’s Office for Combating Organized Crime and Special Cases (PCCOCS). A new institution—the Prosecutor’s Office for Anti-Corruption and Organized Crime (PACCO)—will be established, announced Igor Chiriac, the Action and Solidarity Party deputy (PAS). A group of the PAS deputies has submitted a draft law to this effect.
“Yesterday, a group of the PAS deputies submitted a draft law on specialized prosecutor’s office creation—the Prosecutor’s Office for Anti-Corruption and Organized Crime. The project’s purpose is to strengthen the structure and architecture of state institutions responsible for combating corruption, political corruption, grand corruption, and organized crime more efficiently. We witnessed an unprecedented situation during the 2024 elections when criminal groups, with interference from foreign states—especially the Russian Federation—through malign influence, attempted to create a dangerous situation for state security.
Shortly, authorities will create a new prosecutor’s office for corruption combating and organized crime, while they will dissolve the two specialized prosecutor’s offices, the PCCOCS and the Anti-Corruption Prosecutor’s Office. There will be a transition period during which the Prosecutor General will appoint an interim head to oversee the new institution,” Chiriac explained.

Parliamentary consultations will follow, involving representatives from the General Prosecutor’s Office, the Superior Council of Prosecutors, the Ministry of Justice, and other relevant institutions to determine the best solutions.
The new institution’s head will also have several deputies, although the exact number is yet to be determined.
“The project outlines a specific procedure for appointing the chief prosecutor of the new institution. How will the appointment take place? According to the draft law, once the Law passes, the new prosecutor’s office will be established, and the Prosecutor General will appoint an interim chief prosecutor by the provisions of the Law on the Prosecutor’s Office, with the approval of the Superior Council of Prosecutors (CSP). Subsequently, the CSP will organize a selection process for the chief prosecutor and prosecutors of the newly created office. (…) The Prosecutor General and the CSP will determine the number of deputies, as stipulated by the Law on the Prosecutor’s Office,“ Chiriac added.
The Minister of Justice recently announced a possible merger of the PA and the PCCOCS. Speculation in the public sphere suggests that officials initiated this project to remove the head of the Anti-Corruption Prosecutor’s Office from her position. Shortly after the announcement, Veronica Dragalin stated that she opposed the move and did not understand what the Ministry of Justice proposed.
