The government will renovate over half a million square meters of residential space through the newly launched Residential Energy Efficiency Fund (FEERM). The Ministry of Energy estimates that FEERM investments will save at least 14,400 tons of oil equivalent between 2024 and 2026. These savings will reduce household energy expenses by at least 120 million lei during this period.
In the public sector, officials have launched several programs to modernize energy use in public buildings, including dozens of hospitals, schools, and other educational institutions.
Termoelectrica is installing Individual Heating Points in 88% of the blocks connected to the centralized heating system. Additionally, 60% of buildings in Chișinău will switch to horizontal distribution of heating agents.

These efforts fulfill Moldova’s commitments under the National Integrated Energy and Climate Plan, which calls for a 0.8% annual reduction in energy consumption, annual efficiency improvements in 0.8% of the country’s building area, and enhanced efficiency in 3% of spaces used by central public administration authorities.
State Secretary of the Ministry of Energy, Carolina Novac, presented Moldova’s energy reforms and efficiency programs at a World Bank–launched energy forum in Turkey. The event gathered government officials, experts, and project implementers from across Europe and Central Asia for the first time.
