Russia aims to create a land corridor towards Moldova, as stated in the National Defense Strategy of the Republic of Moldova, approved by the Government on July 17. The document outlines the main threats, security policy objectives, and the resources required to protect ourselves from potential risks.

“The ambition of the Russian Federation to create, through military means and actions, a land corridor towards the Republic of Moldova, as well as its destabilizing actions, both directly and through local proxies, are strongly felt at the state and societal levels, with implications for the Transnistrian settlement process,” the document states.

According to defense officials, Moldova needs to strengthen its defense system amid the war in Ukraine, insecurity in the Black Sea region, and the currently unpredictable international security environment.

Through the Strategy, authorities in Chisinau aim to develop and modernize the national defense capacity, integrate it into the security and defense architecture of the European Union, and enhance bilateral, regional, and international cooperation in defense and military security.

Moreover, according to the Ministry of Defense, another goal of the government is to gradually increase allocations for national defense and, consequently, leverage the status of being a “regional and international security provider.”

Therefore, by 2030, the military budget is projected to reach 1% of the Gross Domestic Product (GDP). A minimum of 25% of defense allocations will go towards equipment and modernization, while 2% will be allocated for research, development, innovation, and local investments to ensure autonomy.
