The government of the Republic of Moldova has approved amendments to the Natural Gas Law to bolster national energy security, including for the Transnistrian region, and accelerate the liberalization of the natural gas market.
One of the key changes is the introduction of unified, harmonized distribution tariffs for natural gas services across the country. Previously, tariffs varied by company and region, with Chisinau benefiting from the lowest rates and Taraclia facing the highest. The Ministry of Energy stated that standardizing tariffs will encourage suppliers to operate nationwide and foster more competitive market conditions for end consumers.
In addition, large industrial consumers will transition to the free competitive gas market, by a schedule established by the National Energy Regulatory Agency (ANRE). This shift will enable access to more favorable, market-driven pricing.

The amended law also revises the mechanism for mandatory natural gas reserves, setting the required stock at 15% of the average annual consumption. This responsibility will be distributed proportionally among all suppliers, directly or through delegation.
A further provision allows the ANRE to designate a supplier for the Transnistrian region, tasked with ensuring secure gas supplies, including the 15% reserves, to protected consumer categories—such as households and institutions delivering essential social services.
These legislative changes mark Moldova’s efforts to enhance energy resilience, ensure equitable market access, and secure gas supplies for all citizens.
