The European Investment Bank (EIB) will provide Moldova with more than €244 million in loans to modernize Chisinau’s centralized heating system and build a regional hospital in Cahul. Of the total amount, the government allocated €143.5 million to upgrade the heating system and €101 million to construct a hospital in southern Moldova.
Energy Efficiency in Chisinau
The heating modernization project aims to:
- Replace outdated vertical heating systems with horizontal piping in apartment buildings.
- Install 2,510 individual thermal points (substations).
- Convert 1,665 residential buildings to a modern distribution system.
- Improve internal distribution networks.
These upgrades will:
- Reduce energy consumption by 25%.
- Reduce greenhouse gas emissions by 7% over 20 years.
- Lower heating bills for around 300,000 households in Chisinau.

Energy Minister Dorin Junghietu, who signed the financing agreement, described the initiative as a strategic investment that will significantly improve residents’ quality of life.
“Each apartment will gain more control over energy use, leading to higher efficiency and lower bills,” said Junghietu.
A New Regional Hospital in Cahul
The second project will fund the construction of a modern regional hospital in Cahul, scheduled for completion by 2030. The hospital will serve roughly 300,000 people in southern Moldova, including residents of Comrat, Leova, Ceadir-Lunga, Taraclia, Cantemir, and Vulcanesti.
Health Minister Ala Nemerenco highlighted the project’s historic significance:
“For the first time, Moldova will build two regional hospitals from scratch—one in Cahul and another in Bălți—based on the highest European standards.”
The EU Support and Broader Impact
The EIB Vice-President Teresa Czerwinska emphasized the bank’s commitment to improving daily life in Moldova:
“From efficient heating in the capital to advanced healthcare in the south, our funding directly improves people’s lives.”
EU Ambassador Janis Mazeiks echoed this sentiment, stating:
“Every euro invested means warmer homes, reliable healthcare, and real hope for Moldovan families. These projects aren’t just infrastructure—they bring dignity, safety, and opportunity.”
Project Co-Financing and Assistance
Additional funding supports both loans:
- The heating project is co-financed by the European Bank for Reconstruction and Development (EBRD), the European Union, and the Eastern Europe Energy Efficiency and Environment Partnership (E5P).
- The hospital project receives technical assistance from the EU, Swedfund, the Eastern Partnership Technical Assistance Trust Fund (EPTATF), and the EIB’s EU for Ukraine advisory program.
