The NHIC Director: Moldovans’ Interest in Health Insurance Continues to Grow

Ion Dodon, the General Director of the National Health Insurance Company, stated during the “Consens National” show on RLIVE TV that the number of people paying the fixed health insurance premium by March 31 has doubled in the last three years. He explained that this increase reflects citizens’ trust in the insurance system.

Ion Dodon stated, ”In 2022, around 60,000 people paid the fixed health insurance premium. In 2023, this number rose to over 92,000. We initially thought that number was the maximum, but this year, we have reached 150,000 people. We realize there are still many citizens who are not insured. We hope to maintain and even increase this number.”

However, according to Ion Dodon – the largest share of NHIC’s revenue comes from employees. The approximately 800,000 employees, who represent one-third of the insured population, contribute more than half of the total amount accumulated in the mandatory health insurance funds. The Government covers the remaining two-thirds of the population.

“In the first seven months of 2024, total revenues amounted to approximately 7.5 billion lei. This figure represents an increase of 787 million lei, or 11%, compared to the same period in 2023.”

”The increase in revenues is due to both the rise in the number of insured individuals and the growth in salaries across various sectors of the national economy. People with higher incomes, such as those working in banking and insurance, contribute more. On average, a full-time employee contributes about 14,000 lei annually. We also have citizens who pay higher amounts,” added Ion Dodon.

He explained that the increase in funds for mandatory health insurance led to a rise in medical services covered by the NHIC. From January to July, expenses totaled over 8 billion lei, nearly 1 billion more than in 2023. This increase results from expanding the list of covered services, as well as the number of reimbursed medical services, medicines, and medical devices.
