The Ministry of Foreign Affairs and European Integration (MFAEI) has provided a breakdown of the expenses incurred for the organization and conduct of the second edition of the European Political Community Summit, which took place in our country on June 1st.
By Government Decision No. 797 of November 16, 2022, the Working Group for Ensuring the Organization of the Second Summit of the European Political Community was established. The President of the Working Group was appointed as Vice Prime Minister, Minister of Foreign Affairs and European Integration, Nicu Popescu. The members of the Working Group were the Secretaries-General and State Secretaries of the public institutions involved in the organization process, according to their respective competencies.
In accordance with Government Decision No. 797 of November 16, 2022, the institutions involved in the organization of the second Summit of the European Political Community created working groups at the institutional level to coordinate organizational actions within their areas of competence. They also developed priority action plans for the organization and conduct of the Summit. Accordingly, by order of the Vice Prime Minister, Minister of Foreign Affairs and European Integration, the Public Procurement Working Group was created. According to Decision No. 57 of the Commission for Exceptional Situations on January 19, 2023, (para. 11), the MFAEI was entrusted with concluding procurement contracts for the purchase of goods and services necessary for the conduct of the meeting through negotiation procedures, without prior publication of a participation notice, based on the provisions of Article 56 of Law No. 131/2015 on public procurement, to avoid any risks that could jeopardize the proper organization of the event, including security risks.
Thus, in order to ensure the successful organization of the Summit, contracts were concluded for a total amount of 13,328,519.00 lei. A significant portion of the organizing costs were or will be covered directly or indirectly by our partners, including France, the United Kingdom, Romania, and Sweden.
In this regard, the MFAEI contracted the services of the following economic agents:

- Castel MIMI – for the procurement of services related to the organization of the European Political Community Summit and lease services for the period April 27 to June 2, 2023, in the amount of 5,743,600 lei. These services included:
- Lease of event space (including utilities and communal services) for the period April 27 to June 2, 2023.
- Services for the arrangement of the press area.
- Transportation, installation, and rental of three tents with flooring, carpeting, cooling system, each covering an area of 675 m², and necessary furniture for the press center. The three tents were rented for the following period: May 20 to June 2, 2023, including transportation, installation/deinstallation, and arrangement.
- Floral decoration services.
- Cleaning services for the entire duration of the event.
- Catering services for 1,200 persons.
2. Media Show Grup SRL – for the procurement of services related to the organization of the European Political Community Summit in the amount of 7,000,123 lei. These services included:
- Design and branding services.
- Provision of sound and lighting equipment.
- Arrangement of workspaces and spaces with furniture, equipment, special constructions for the organization of additional areas for roundtable meetings, podium for the press, group photo stand, dividers, fences, etc.
- Provision and installation of translation booths. These were contracted from Romania to comply with the standards established by the European Commission.
- Production of banners and protocol goods.
Logistics services.
3. Baza Auto a Cancelariei de Stat – for providing transportation services for delegates and covering fuel expenses, amounting to 377,643 lei.
4. Palatul Republicii – for organizing a concert for the official delegations that arrived on May 31, valued at 7,500 lei, and the official welcome reception, amounting to 199,653 lei.
During the organization process, several partnerships were established with various local economic agents who provided means of transportation free of charge for the heads of official delegations. The only expenses incurred in this regard were related to fuel costs.
Other expenses carried out by state institutions were directed towards infrastructure improvements, such as roads, IT, and landscaping, with the ultimate beneficiary being society.
These expenses reflect the dedication and efforts of the Ministry of Foreign Affairs and European Integration in ensuring the successful organization of the second edition of the European Political Community Summit in the Republic of Moldova.
